Emergency Plumber in Altadena, CA: County Permit Rules, Rebuild Plumbing and Your Water Company

Plumbing in Altadena runs through Los Angeles County, and for many homes the work is a rebuild. This page explains the permit path, the code the new plumbing is built to and how to find the right water company.

Altadena permits come from Los Angeles County, not a city

Altadena is an unincorporated community, so there is no city building department. Plumbing and rebuild permits run through Los Angeles County. The Altadena One-Stop Permit Center, at 464 W. Woodbury Road, Suite 210, brings Public Works, Regional Planning, Fire and Public Health staff into one place.

The center's phone is (626) 424-6743. County pages list walk-in hours Monday to Friday, with a last call for permits in the afternoon, so call before you go.

  • Take permit questions for rebuilds or major plumbing to the One-Stop center.
  • Bring the property address and the plumber's license details.
  • Ask which agencies must approve the plans before the plumbing permit issues.

Rebuilding after the Eaton fire: plumbing must meet current code

For a like-for-like rebuild, the County says the structure does not have to meet current Zoning Code requirements, but it must meet current Building, Fire and Health and Safety codes. A like-for-like rebuild can grow by up to 10 percent or 200 square feet, whichever is greater.

For plumbing, the code point matters most. The old plumbing is not the standard. The new work is built to current code, and inspectors check it against that.

  1. Site clearance comes first. The County says Phases 1 and 2 of debris removal must be completed before permits are issued.
  2. Applications can be filed before clearance finishes.
  3. Plan the plumbing rough-in only after the permit issues.
  4. Ask the plumber which current-code changes affect your layout.

The County also describes a self-certification pilot in which qualified California-licensed architects or engineers certify plans in place of full County plan check. Homeowners cannot use it directly. Ask your designer whether it applies.

Several water companies serve Altadena: check your bill and their notices

Altadena is not served by one utility. The County's Eaton fire agency contact sheet lists Las Flores Water Company, Lincoln Avenue Water Company, Rubio Canon Land and Water Association, Pasadena Water and Power, Kinneloa Irrigation District and mutual water companies. The sheet does not say which serves which area.

Your bill names yours. Before work on a service line, check that provider's website for current notices. We have not read the current status of any provider.

  • Call your provider about meters, mains and street pressure.
  • Ask whether any advisory affects the line you plan to work on.
  • Ask the plumber to test pressure after reconnecting.

For a hidden leak after a reconnection, see tracing a leak through a new service line.

Sewer or septic: confirm before the plumber opens the ground

Los Angeles County Public Works states that sewer laterals are entirely owned by the property owner, including the part under the street, and that County crews maintain the public main. The County page does not name Altadena. Some properties may be on septic systems, and the County Public Health office handles onsite wastewater permits through the same One-Stop center.

Ask the County which applies to your address. Report sewer problems on the County main to 800-675-HELP. A drain that backs up repeatedly is covered on the drain cleaning page.

Foothill homes and pressure

Altadena climbs toward the mountains, so water pressure can differ a lot between the flats and the upper streets. High pressure strains fixtures and water heater connections. Low pressure can mean a partly closed valve or a failing line.

Buy a gauge that screws onto a hose bib and read it with everything off. A reading well above what your water company recommends is a reason to ask about a pressure regulator. We have not confirmed typical pressure in your area, so ask the provider.

  • Read the gauge in the morning and again in the evening.
  • Write down both numbers for the plumber.
  • Ask whether the house already has a regulator.

Documents to keep after any permitted job

Keep the permit number, the final inspection sign-off and the plumber's license number together. After a rebuild these are the records an insurer or a future buyer asks for.

Photograph pipes before walls close. A dated photo of the rough-in shows where every line runs, and it saves a wall opening later. For heater work, see a water heater installation checklist.

Older Altadena houses and what their pipes tell you

Many Altadena houses that survived are decades old, and their original supply lines may be galvanized steel or early copper. Galvanized pipe narrows from the inside over time, so pressure falls at the far end of the house first.

We have not inspected your street, so this is a pattern to check rather than a finding. Run the hot and cold taps in the farthest bathroom together and watch for a weak or rusty flow. If it clears after a minute, mention it to the plumber.

  • Ask the plumber to open one wall access to look at the pipe.
  • Ask for the pipe material to be written in the estimate.
  • Ask whether any section can be repaired instead of replaced.

A laid-out set of copper fittings and shutoff valves shows how many parts a supply-line replacement can involve, which is worth asking about in an older house.

Altadena on the map, north of Alhambra and Pasadena

Altadena lies north of Alhambra. A call from Altadena reaches the same dispatch line as every Alhambra call, and the dispatcher confirms your address and availability before sending anyone.

Call (833) 571-0120. California requires a contractor license for jobs of $1,000 or more, labor and materials together; check the plumber at cslb.ca.gov. Pasadena homeowners sit just to the south, under City rules instead of County rules.
